As Hurricane Francine wheels through the Gulf of Mexico toward Louisiana, a new named system has formed in the far eastern Atlantic Ocean. National Hurricane Center (NHC) forecasters announced Wednesday morning the formation of Tropical Depression Seven near the Cabo Verde Islands off the coast of Africa.
