The Education Department said billions in congressionally approved funding are under review for after-school programs, English-language learning and more.

Schools had expected to receive the money on July 1, which would allow them to plan for the fall. Instead, the U.S. Department of Education told states it would not release the funds until it had reviewed the programs.
